You can only use the 2nd effect of this card’s name once per turn.
(1) If you control no monsters, you can Normal Summon this card without a Tribute.
(2) If this card is Normal/Special Summoned: You can target 1 Level 8 or lower Machine monster in your GY; Special Summon that monster in Defense Position, also it becomes Level 9, but its effects are negated.
(3) While this card is in a Monster Zone, you cannot Special Summon monsters from the Extra Deck, except Machine monsters.
